The card dispenser has nothing to do with the actual processing of transactions on each machine. The CDR is what gives cash and credit card customers the option of adding money to a customer loyalty card. If the CDR is out of service, customers will have the ability to pay with cash on each machine (since we do not replace coin acceptance by default) OR customers can use their credit card directly on any machine fitted with a card reader.
